The PFM literature has grown rapidly in this period, but it is fairly specialized and addresses a specific audience. Very few attempts have been made to take stock of how PFM has evolved over the last two decades. The objective of this book is to assess selected PFM innovations and reforms introduced during the past 20 years. It aims to explain how reforms have worked; to examine the issues that have emerged in their design and implementation; to compare experiences with expectations; and to provide an understanding of how differences in government capacity affect PFM initiatives.
